Guidance for Vermont Eligible Professionals attesting to Meaningful Use Stage 3 Objective 8: Public Health/Clinical Data Registry Reporting.
Option 1, Immunization Registry Reporting
All Vermont Eligible Professionals will EXCLUDE from the STAGE 3 Immunization Registry Reporting measure in PY2019. Vermont's Immunization Registry does not have bi-directional data flow capabilites as required by the Stage 3 Objective:
“Immunization Registry Reporting: The EP is in active engagement with a PHA to submit immunization data and receive immunization forecasts and histories from the public health immunization registry/immunization information system (IIS).”
No documentation is required to be submitted for the exclusion to Immunization Registry Reporting.

Option 2, Syndromic Surveillance Reporting
All Vermont Eligible Professionals will EXCLUDE from the Syndromic Surveillance Reporting measure in PY2019. The Vermont Department of Health has not declared readiness to accept Syndromic Surveillance data from Eligible Professionals.
No documentation is required to be submitted for the exclusion to Syndromic Surveillance Reporting.

Option 3, Electronic Case Reporting
All Vermont Eligible Professionals will EXCLUDE from the Electronic Case Reporting measure in PY2019. The Vermont Department of Health has not declared readiness to accept Electronic Case data from Eligible Professionals.

Option 4, Public Health Registry Reporting
All Vermont Eligible Professionals will EXCLUDE from the Public Health Registry Reporting measure in PY2019. The Vermont Department of Health has not declared readiness to accept Public Health Registry Reporting data from Eligible Professionals.
No documentation is required to be submitted for the exclusion to Public Health Registry Reporting for Vermont EPs.

Option 5, Clinical Data Registry Reporting
All Vermont EPs will be taking EXCLUSIONS for Reporting Options 1 - 4 for the Public Health/Clinical Data Registry Reporting Objective under MU Stage 3 requirements. This means that providers must meet the Objective by evaluating their participation in TWO Clinical Data Registries (CDRs). They may exclude from CDR reporting if they qualify, but the exclusion is not automatic: documentation must be provided at the time of attestation. The follwing guidance will assist providers in evaluating their Active Engagement or Exclusion requirements, and the Documentation Aid (link below) has additional details and MAPIR screenshots of recommended attestation responses.
- Clinical Data Registries may be sponsored or maintained by national or medical societies, patient safety organizations, or quality improvement organizations such as the Vermont Blueprint for Health Clinical Data Registry.
- An Eligible Professional may report to more than one Clinical Data Registry, and may count Clinical Data Registry reporting more than once to meet the Public Health Objective. MAPIR has two screens for Clinical Data Registry reporting:
- Objective 8 Option 5A, and
- Objective 8 Option 5B.
- If an EP takes an exclusion and answers ‘No’ to Option 5A, no data entry will be allowed for Option 5B.
- If a Vermont EP attests to Active Engagement for Option 5A, they are also required to select Option 5B and attest to Active Engagement with an additional Clinical Data Registry, OR exclude from an additional Clinical Data Registry reporting requirement.
- A provider may be a member of more than one organization that has a Clinical Data Registry. It is the provider’s responsibility to check with any national societies or medical organizations with which they are affiliated to determine if the society endorses or sponsors a registry. This must be assessed no later than the first day of the provider’s EHR reporting period.
- If an EP achieved Active Engagement Production status in PY2018 by sending non-HL7 file format data, they can continue sending this file format in 2019, as long as the file was generated by their 2015 Edition CEHRT.
- If an EP did not achieve Active Engagement Production status in 2018, then all engagement options (Registration, Testing/Validation, and Production) must be for HL7 file format generated from their 2015 Edition CEHRT.
The Blueprint for Health Vermont Clinical Data Registry
- For Program Year 2019, Vermont EPs at a Blueprint Practice were "affiliated with an organization that maintains or sponsors a Clinical Data Registry." Blueprint providers cannot Exclude from Objective 5A. They must be in Active Engagement with TWO other Clinical Data Registries if they were not in good standing with the Blueprint Clinical Data Registry.
- All EPs wishing to inquire about good standing with the Blueprint’s Vermont Clinical Registry for PY2019 applications should reach out to Tim Tremblay at timothy.tremblay@vermont.gov.
- No documentation to support Active Engagement with the Blueprint Vermont Clinical Registry is required at the time of attestation. The Vermont Medicaid PIP/EHRIP Team will verify the engagement status in 2019 using administrative reports from the Blueprint. If additional documentation is required, we will follow up during the application review process.
- Blueprint providers are required to assess their memberships and affiliations with other societies or organizations that may endorse or sponsor a registry. They will utilize Option 5B to report active engagement with another clinical data registry, OR to exclude from an additional reporting requirement.

PY2020 Options for the Blueprint for Health Vermont Clinical Data Registry
- Per the notification from the Blueprint, this registry will be closing permanently on December 31, 2019.
- As of January 1, 2020, this registry will no longer serve as an active registry for meeting Meaningful Use requirements for PIP/EHRIP Meaningful use reporting requirements in Program Year 2020.
- Although the Blueprint Clinical Data Registry will be closed for PY2020, Eligible Professionals (EPs) must still evaluate their participation in TWO Clinical Data Registries.
- EPs must ensure that they check with any National Specialty Society or other medical organizations with which they are affiliated to determine if the society endorses or sponsors a registry.
