Logging into MAPIR: Issues and Suggestions


From the Vermont Medicaid Portal to MAPIR

At the Vermont Medicaid Provider Portal, select "Transactions" and "Login." The direct link to log on is: https://www.vtmedicaid.com/secure/logon.do.

Below is a screenshot of the login page.

MAPIR operates on the principle that the provider has a User ID to access this secure Provider Portal. This allows connection between application initiated on the CMS site and the provider’s information within the Vermont Medicaid site.

The User ID for the Provider Portal will be the same User ID as for the Provider Management Module.

If the User ID for the Provider Portal has been forgotten, the EDI Coordinator can assist via email: vtedicoordinator@dxc.com.  Provider services can also assist at 800-925-1706, or (802) 878-7871.

When the provider logs on to the Vermont Medicaid portal, the option to navigate to the MAPIR system will appear under "Secure Options" on the right of the screen (Connect to MAPIR), as in the screenshot below.

NOTE: Once a MAPIR application is started with a Vermont Medicaid Portal account, you cannot switch to another account during the same program year. MAPIR will allow you to save the information entered and return later to complete an application. However, only the same individual’s Vermont Medicaid Portal account ID will be permitted access to the MAPIR application once it has been started.


MAPIR and Browser Compatibility

MAPIR was designed to work with Internet Explorer. If you encounter unexpected behavior or missing screen information, consider logging in with I.E. Additionally, if you experience issues with the way the MAPIR screens display, such as extra lines in tables, you may be running your browser in compatibility mode. To remove the MAPIR site from compatibility mode, in your browser go to Tools and select Compatibility View Settings. Select entries that reference “vtmedicaid.com” in the URL path from the list and click Remove.

Compatibility with Internet Explorer Version 11 began with the implementation of MAPIR Release 6.3.  The MAPIR application continues to be compatible with versions 8, 9, and 10 however MAPIR no longer provides ongoing support for issues that may result from using Internet Explorer 8.

Common Errors and Issues When Connecting to MAPIR

If you get an error message, or are experiencing a problem when accessing MAPIR, chances are it is a known issue that the VT Medicaid PIP/EHRIP Team has encountered. Below is a list of potential problems, and links to the step-by-step instructions to resolve them.

  1. You may not have a User ID allowing you to sign in to the Vermont Medicaid provider portal.
  2. You may have a Vermont Medicaid Portal User ID but, may not see the "Connect to MAPIR" link, OR, once in MAPIR, may not see the provider(s) you have registered for at the CMS site. This could be an issue for a practice where a preparer is doing the actual registration and attestation on behalf of several providers.
  3. You may have a Vermont Medicaid Portal User ID, and can see the "Connect to MAPIR" link, but get a browser error message when clicking on it.
  4. Upon signing in to MAPIR and selecting the provider you have registered for at the CMS site, you may receive an error message: “The MMIS system does not contain a payee record for the NPI and TIN combination received from the R&A. Please contact the State Medicaid Program or the R&A to resolve this issue.”
  5. You receive a "Registration in Progress" message and are unable to proceed with the provider's attestation.
  6. If you are experiencing an issue that does not fit into the above list, please send an email to the PIP/EHRIP Helpdesk.

1.  No User ID

The secure Vermont Medicaid Portal requires a user to have a registered account. There are two types of accounts: Web Account and Trading Partner Account. A Web Account grants access to MAPIR, Web Remittance Advices, Verify Claim Status and Verify Program Eligibility within the secure Portal environment. A Trading Partner Account grants the same access as a Web Account, plus allows for the exchange of X12N Claims, Remittance, Eligibility and Claims Status Transactions.

  • Navigate to the Medicaid Portal HIPAA Tools page to complete a Trading Partner Agreement and an EDI Registration form.
  • On the EDI Registration Form, In Part 1b, be sure to also check Other (Describe) and write MAPIR in the right column.

2. Cannot See the Connect to MAPIR link or Cannot Find a Provider ID in MAPIR

If you are a preparer attesting on behalf of one or several providers, your Trading Partner ID and User ID both need to be associated with those of the providers for whom you are submitting an EHR Incentive Payment application. To manage the provider names associated with your User ID, follow these instructions:

  • Navigate to the Medicaid Portal HIPAA Tools page to complete an EDI Registration form.
  • In Part 1a, fill in your group name and primary contact information.
  • In Part 1b, check “Other(Describe)” and write MAPIR in the right column.
  • Under “Transactions,” check “276/277 Claim Status Inquiry/Response.”
  • On page 3, enter your Trading Partner ID in the upper right corner.
  • In the Provider ID column, list each of the Vermont Medicaid Provider IDs and names of all the providers you need to add for the purposes of preparing PIP/EHRIP applications.
  • Each provider's signature must be entered in the right column.

3.  Browser Error

You have a Vermont Medicaid Portal User ID, and see the "Connect to MAPIR" link, but get a browser error when clicking on it. There may be issues specific to your system configuration preventing your access to MAPIR. Consult this guideline to diagnose and troubleshoot potential network or firewall issues.


4. Error Message Regarding Provider's NPI and TIN Combination

Upon logging into MAPIR and selecting a Provider ID to attest for, you may receive this error message:
“The MMIS system does not contain a payee record for the NPI and TIN combination received from the R&A. You will not be able to Submit your application until this issue is resolved. You may however continue with the application process." or "Please contact the State Medicaid Program or the R&A to resolve this issue.”

  • Go to the CMS R&A site and check the registration for the provider, to ensure that the "Payee TIN Type" on the provider's registration was set to "Group Reassignment."
  • If "Group Reassignment" was not selected, you can go back in and modify the "Payee TIN Type" to "Group Reassignment."

  • You must GO ALL THE WAY THROUGH the screens at CMS R&A registration to accept/agree/submit. This triggers completion of the changes and creates a file update that will be sent to MAPIR overnight.
  • Making that change may solve your problem, but it may take 24 to 48 hours for the change to propagate through from the CMS system to the VT MAPIR system. DO NOT make any other changes at either the CMS R&A site or in MAPIR until the information is updated.
  • If you need help with the CMS website, contact their help desk at NLRProdSupport@cms.hhs.gov or call toll free:
    (833) 238-0203 Monday to Friday, 8:00 a.m. to 5:00 p.m. Voicemail is available outside of regular operating hours.
  • Every time a change at the CMS R&A site occurs, the clock is re-set on the time it takes for the provider’s MAPIR application to be updated.
  • If this process does not eliminate the error message above when accessing the provider’s attestation in MAPIR, contact the DXC Provider Services Help Desk for assistance: (802) 879-4450 Option #3 and send an email to the PIP/EHRIP Team at ahs.dvhaEHRIP@vermont.gov

5. "Registration in Progress" message

A "Registration in Progress" status means MAPIR is getting a file from CMS indicating that the provider's CMS Registration and Attestation information is  incomplete or pending. 

  • The PIP/EHRIP Team notes that this is a common, accidental side-effect when a preparer accesses the provider’s information at the CMS R&A site to simply check the status, but inadvertently changes information, and leaves a screen without "accepting" or "agreeing" to changes. 
  • If you receive a “Registration in Progress” status, or receive an email or error message indicating the “In Progress” status, please ensure you access the provider's information at the CMS R&A site, and GO ALL THE WAY THROUGH the screens to accept/agree/submit. This triggers completion of the changes and creates a file update that will be sent to MAPIR overnight.
  • If you need help with the CMS website, contact their help desk at NLRProdSupport@cms.hhs.gov or call toll free:
    (833) 238-0203 Monday to Friday, 8:00 a.m. to 5:00 p.m. Voicemail is available outside of regular operating hours.
  • It will take 24 to 48 hours for edits to propagate through from the CMS system to the VT MAPIR system. DO NOT make any other changes at either the CMS R&A site or in MAPIR until the information is updated.
  • Every time a change at the CMS R&A site occurs, the clock is re-set on the time it takes for the provider’s MAPIR application to be updated.
  • If this does not resolve the "Registration in Progress" message, send an email to the PIP/EHRIP Team at ahs.dvhaEHRIP@vermont.gov.

6. Contact the Vermont Medicaid PIP/EHRIP Team

The PIP/EHRIP Team mailbox is monitored during regular business hours, and we endeavor to respond to all queries within 24 hours.
