SLAIT: The Web-Based Application Tool for Vermont Medicaid Data Aggregation & Access Program Payments
Vermont is using the State Level Repository, Attestation, and Incentive Tracking (SLAIT) System to manage Medicaid Data Aggregation and Access Program (MDAAP) applications. SLAIT is the state-level information system that tracks information regarding attestation and MDAAP payments. Eligible providers participating in MDAAP will use SLAIT to submit their initial applications and subsequent milestone attestations. SLAIT is accessed through the Provider Portal on the Vermont Medicaid website.
Before You Begin
There are tasks to complete prior to applying for state MDAAP Incentive payments using SLAIT.
- Contact the MDAAP Business Support Team to discuss your goals and participation.
- Identify one individual from your organization who will be responsible for completing the SLAIT application and attestation information for each milestone. This person can also serve as a contact point for state MDAAP communications.
- Consult the SLAIT User Guide to gather the necessary information and for pictures of each screen you will encounter during the attestation process.

Logging into SLAIT
SLAIT is accessed through the Vermont Medicaid provider secure web portal:
https://www.vtmedicaid.com/secure/logon.do
Providers must be properly identified in the Vermont Medicaid system. In addition, there must be a relationship between:
- The preparer (the person attesting on behalf of the provider, if applicable);
- The login User ID for the Medicaid Provider Portal, and;
- The providers' information within the Medicaid system.
Aligning this information is necessary in order to proceed in SLAIT. Some providers and preparers have experienced common issues in accessing the SLAIT system as a result of issues with provider information alignment.
